How we measure it
Every outcome row carries a counterfactual baseline: what would have happened if MAIA had not acted. The baseline is computed three ways depending on the action class:
THRESHOLD-BYPASS ACTIONS
Counterfactual = threshold breach × historical incident-cost distribution.
PREDICTIVE ACTIONS
Counterfactual = prior-PM-failure cost × time-saved-by-pulling-forward × P(failure).
OPTIMISATION ACTIONS
Counterfactual = prior-period baseline × period adjustment × cohort delta.
What this isn't: we don't count actions where the operator would have acted anyway with similar latency. We discount estimated savings by the probability the action would have happened without us.
